This is HQ of the Marine dept, you have to walk thru their admin buildings 150 mtr to get to the Pier
The pier has a second level Platform (private for admin functions) if staff are present and you ask nicely you might find they will allow you access - it's a ideal look out platform for photos especially at night to watch the diner cruise boats
